stateful prefix is forced to use the automatic lifetimes for both
tmnxSubRtrAdvPlcyPfxSFPrefTime and tmnxSubRtrAdvPlcyPfxSFValidTime.
              
If set, the system will not use the specified values for these
objects, but uses their default values instead.
