mandatory at creation time.
              
When the value of tmnxSubProfSchedOvrPIRHi along with the value of
tmnxSubProfSchedOvrPIRLo is set to 4294967295 (0xFFFFFFFF), rate for
this scheduler indicates maximum rate.
