mandatory at creation time.
              
When the value of tmnxSLAProfSchedOvrPIRHi along with the value of
tmnxSLAProfSchedOvrPIRLo is set to 4294967295 (0xFFFFFFFF), rate for
this scheduler indicates maximum rate.
