[CAUSE] The vRtrSrv6LocatorResExhaustion notification is  generated
when the allocation of locator resources fails.
          
[EFFECT] A log entry is generated.
          
[RECOVERY] if another entity or local config change  returns
resources, then it will automatically allocated.
