The value of vRtrSrPlcyEgrStatsRateEnabled indicates whether rate
collection is enabled for the statistics. If the value of
vRtrSrPlcyEgrStatsRateEnabled is 'true', rate in megabits per second
and packets per second is being collected for these statistics. If the
value of vRtrSrPlcyEgrStatsRateEnabled is 'false', rate is not being
collected.
