notification
[CAUSE] The tmnxTelnetListeningPortOccupied notification is generated
when a TCP port cannot be configured because it is already occupied by
another application when the Telnet server attempts to access the
port.
[EFFECT] Telnet server port is not changed.
[RECOVERY] No recovery action is required.
