The value of tCpmMacFltrEntryQueueId specifies which queue to put the
packet in when tCpmMacFltrEntryAction is queue (3).
If the value of tCpmMacFltrEntryAction is different from queue (3)
tCpmMacFltrEntryQueueId will be forced by the system to 0, and any
change attempt will be silently discarded.
