The value of sapSubMgmtSubscriberLimit specifies the maximum number of
subscribers allowed for this SAP.
              
If the value is 0, there is no limit. Only if the value is 1, the
'single-sub-parameters' defined with objects
sapSubMgmtProfiledTrafficOnly, sapSubMgmtNonSubTrafficSubProf and
sapSubMgmtNonSubTrafficSlaProf are meaningful.
