Object
The value of sapQtagNormalizationEncap encodes the normalized encap
value of the SAP.
If sapQtagNormalization is set to single-tag, the right-most 12 bits
indicate the tag value. If sapQtagNormalization is set to double-tag,
the right-most 12 bits indicate the c-tag and the left-most 12 bits
indicate the s-tag value.
This value must be set if sapQtagNormalization is set to 'single-tag'
or 'double-tag'.
