[CAUSE] The sapIfIgnorePortStateStart notification is generated when
system starts to ignore non-operational state of the port associated
with the IP interface.
          
[EFFECT] This notification is informational only.
          
[RECOVERY] Set sapL3LoopbackRowStatus to 'destroy' to stop this.
