The value of sapEgrAggRateLimitHi specifies the upper 32 bits of the
maximum total rate of all egress queues for this SAP.
              
This value should always be set along with sapEgrAggRateLimit,
otherwise an 'inconsistentValue' error is returned.
              
When the value of sapEgrAggRateLimitHi along with the value of
sapEgrAggRateLimit is set to 4294967295 (0xFFFFFFFF), rate for this
SAP indicates maximum total rate of all egress queues.
