The value of sapDefHostIpv4SubnetMask specifies the subnet mask
applicable to sapDefHostIpv4SubnetAddr.
              
It must be equal to the netmask of the subscriber interface address
associated with sapDefHostIpv4SubnetAddr, that is the vRiaNetMask of
the same row in the vRtrIpAddrTable.
