remaining, in seconds, for the restart phase or recovery phase to
timeout. If the timer expires, the RSVP session not recovered will be
torn down.
The value of vRtrRsvpNbrGrHelperTimeRem will only be valid when
vRtrRsvpIfGraceHelper is set to 'true'.
