Bandwidth will trigger an IGP-TE update. If specified, this value will
override the globally defined value specified by
vRtrRsvpGenExtDBwUpThdPercent.
              
By default, this will inherit the value of
vRtrRsvpGenExtDBwUpThdPercent.
