interface, below which a decrease in Maximum Reservable Link Bandwidth
will trigger an IGP-TE update.  If specified, this value will override
the globally defined value specified by
vRtrRsvpGenExtDBwDwnThdPercent.
              
By default, this will inherit the value of
vRtrRsvpGenExtDBwDwnThdPercent.
