neighbor to match on. The object tRPOperPSToCritNbrInetAddr is
disabled if it holds the value ff:ff:ff:ff.
The type of this address is determined by the value of
tRPOperPSToCritNbrInetAddrType object.
tRPOperPSToCritNbrInetAddr object replaces
tRPOperPSToCriteriaNeighborIpAddr that supports only IPv4 address
style neighbor.
