The value of tRPOperPSFromCrPLOvrThroughLen indicates the maximum mask
length to use when tRPOperPSFromCrPLOvrType is set to 'through(3)' or
'range(4)'.
              
The mask length must be larger than the corresponding
tRPOperPrefixListMask from the prefix-list.
