The value of tRPOperPSFromCrPLOvrBeginLen indicates the mask length to
use as the lower limit for the mask range when
tRPOperPSFromCrPLOvrType is set to 'range(4)'.
              
The mask length must be larger than the corresponding
tRPOperPrefixListMask and less than tRPOperPSFromCrPLOvrThroughLen.
