route AIGP(Accumulated IGP) metric.

when the object tRPOperPSDefActAigpMetricSource has a value different
from actionParam(2).
              
When the value of tRPOperPSDefActionAigpMetric is set to 'none(1)' or
'useIgp(4)', the value of tRPOperPSDefActAigpMetricParam is ignored.
