When set to true(1), use tRPOperPSAcceptActionLocalPreference for the
local preference for the route.
When the value of tRPOperPSAcptActLocalPrefSource has a value
different from actionValue(1), the value of
tRPOperPSAcceptActionLocalPreferenceSet and
tRPOperPSAcceptActionLocalPreference are ignored.
