The value of tRPAdminPSFromCrPLOvrBeginLen specifies the mask length
to use as the lower limit for the mask range when
tRPAdminPSFromCrPLOvrType is set to 'range(4)'.
              
The mask length must be larger than the corresponding
tRPAdminPrefixListMask and less than tRPAdminPSFromCrPLOvrThroughLen.
