The value of tmnxRadSrvPlcyAcctStartlifetim specifies the time (in
hours) an accounting message can be in the retransmission buffer.
              
The value '0' specifies that no retries are performed, and hence that
no data is buffered.
              
If a value '0' is specified for any of the objects
tmnxRadSrvPlcyAcctStartMinItvl, tmnxRadSrvPlcyAcctStartMaxItvl, or
tmnxRadSrvPlcyAcctInterimlifetim, then all 3 objects will be set to
'0' by the system.
