[CAUSE] The tmnxRadRouteDownloadFailed notification is sent when a
RADIUS route-download process failed.
          
[EFFECT] The route-download process is delayed.
          
[RECOVERY] The route-download process restarts after the time defined
in tmnxRadRouteDownlDownloadIntvl.
