The value of tmnxRadIsaSrvAcctPort is associated with the value of
tmnxRadIsaSrvPurpose. While the 'accounting' bit is off, the value is
zero; when the 'accounting' bit is switched on without specifying a
value, the system sets it to 1813 by default.
