The value of vRtrPimNgSptSwitchoverThd specifies the configured
threshold in kilobits per second(kbps) for a group prefix. A
switchover is attempted only if the traffic rate on the shared tree
for the group exceeds this configured threshold.
              
The value of 4294967295 indicates that there will be no switchover
from RPT to SPT and traffic will continue through RPT. This value
means 'infinity'.
              
When there is no row in this table, switchover from RPT to SPT is done
on the first packet.
              
A row creation attempt will fail if this object is not explicitly set
to a value.
