[CAUSE] The vRtrPimNgIfMaxNbrReached is generated when the PIM
interface has received more than 10K neighbors.
          
[EFFECT] We restrict the number of neighbors to 10K in both per
interface.
          
[RECOVERY] The operated should be informed that the limit is higher
than allowed.
