before the router transitions the vRtrPimNgIfGrpSrcAssertState to
'noInfo' if the value of vRtrPimNgIfGrpSrcAssertState is 'lostAssert'.
If the value of vRtrPimNgIfGrpSrcAssertState is 'wonAssert', the value
of vRtrPimNgIfGrpSrcAssertTimer indicates the time remaining before it
resends the ASSERT message.
