The value of vRtrPimNgAfGenMvpnPersistSA specifies whether the RP will
keep advertising the source active route (SA).
              
If the value of vRtrPimNgAfGenMvpnPersistSA is set to 'true', it will
force the RP to send the SA on getting a register pdu from the source
and RP will not withdraw that SA as long as the null register timer is
running.
