group specified by vRtrPimNgAFIfOperGroup changes to up.
              
When the value is set to 'add', it specifies that
vRtrPimNgAFIfOpGrpDeltaPriority needs to be added to DR priority.If it
is set to 'subtract', it specifies that
vRtrPimNgAFIfOpGrpDeltaPriority needs to be subtracted from DR
priority. If it is set to 'set', it specifies that DR priority needs
to be set to vRtrPimNgAFIfOpGrpDeltaPriority.
