The value of vRtrPimNgAFIfOperDRPriority indicates the priority of the
current DR on a LAN. This value is different from the configured PIM
DR priority and is the result of the PIM DR election process.
              
The value of vRtrPimNgAFIfOperDRPriority will be 0 if the interface is
operationally down and DR election has not taken place.
