enable or disable participating in the Bootstrap election.
              
Even if the value of this object is set to 'inService', if the
vRtrPimNgAFGenCBSRAddress is not set or vRtrPimNgAFGenCBSRPriority is
zero, bootstrap messages will not be sent.
