upper 32 bit of the reference bandwidth that needs to be used to
calculate the cost metric.
              
This value should always be set along with
tmnxOspfReferenceBandwidthU64Lo, otherwise an 'inconsistentValue'
error is returned.
              
The cost metric is calculated by dividing the value of  the reference
bandwidth by the bandwidth of the interface.
