The value of tmnxOesReboot specifies if the OES system will perform
a reboot :
notApplicable (0) - No action will be performed.
coldReset     (1) - Causes a cold reset of the OES system in which
the hardware and software will be reinitialized on all EC(Equipment
Controller) and line cards. It is a service affecting action.
