The value of tmnxOesCtlCommsTimeout specifies the maximum amount of time, in seconds, before declaring an individual request to the OES has timeout. Such a failed request is retried a number of times as specified by tmnxOesCtlCommsRetryLimit and the OES is declared unreachable if all retries also timeout.
