corresponding tmnxOamPingCtlTrapGeneration object is set to
probeFailure(0) subject to the value of
tmnxOamPingCtlTrapProbeFailureFilter.  The object
tmnxOamPingCtlTrapProbeFailureFilter can be used to specify the
number of successive probe failures that are required
before this notification can be generated.
