The value of tmnxOamLnkMeasTmplCtlTwl6AdmSta specifies the enabling
and disabling of the IPv6 peer discovery. If the protocol for the
test-oam link-measurement interface test is IPv6, and there is no peer
specified, tmnxOamLnkMeasTmplCtlTwl6AdmSta set to 'enabled' will
enable IPv6 peer discovery and the link-local peer will be
auto-learned.
