Bit-Forwarding Router (BFR) targeted by the launched BIER Echo
Request.
              
Zero is returned if the BFR-ID cannot be determined.
              
The BFR-Prefix (which is an alternative identifier of the target) can
be read using tmnxOamTrProbeHistoryAddress.
