Identifier (QCI) policy profile name for downlink direction.
              
If a corresponding QCI policy profile does not exist in
TIMETRA-MOBILE-PROFILE-MIB::tmnxMobProfQciPolTable,
an 'inconsistentValue' error will be returned.
