The value of tmnxMobPdnApnWaitAccounting specifies to configure the 
PGW/GGSN to wait for an accounting response before sending a GPRS 
Tunneling Protocol (GTP) response.
                      
When the value of tmnxMobPdnApnWaitAccounting is not specified, 
the PGW/GGSN shall not wait for a response.
