The value of tmnxMobPdnApnBlockedPlmnList specifies the list of 
Public Land Mobile Networks (PLMNs) blocked on this
Access Point Name (APN).
              
If a corresponding PLMN list does not exist in
TIMETRA-MOBILE-PROFILE-MIB::tmnxMobProfPlmnListTable,
an 'inconsistentValue' error will be returned.
