The value of tmnxMobLiULICVersion specifies the UMTS LI Correlation 
(ULIC) header version used with the X3 interface.
          
The value of tmnxMobLiULICVersion defaults to 'v1' when tmnxMobLiX3Transport
is set to 'tcp' and the value of tmnxMobLiULICVersion defaults to 'v0' when 
tmnxMobLiX3Transport is set to 'udp'.
