The value of tmnxMcPathMdaOperChlIngSecHigh indicates the value of the
second highest multicast bandwidth recorded for the channel on the MDA
since the bandwidth update timer for the channel was (re)started. This
value is computed based on periodic polling of statistics and is reset
to zero everytime the bandwidth update timer for the channel is
restarted.
