The value of tmnxMcPathBdlVdoFccMinDuration specifies the minimum time
duration, in milliseconds, of the Fast Channel Change (FCC) burst.
              
The value of this object determines the starting point of the FCC
burst. If the current Group of Pictures (GOP) has less than the
minimum duration worth of data, FCC burst begins from the previous
GOP.
