The value of vRtrLdpNgGenEntropyLblCapability specifies whether
entropy label capability is enabled or not on the LDP node. When the
value of vRtrLdpNgGenEntropyLblCapability is set to 'true', the egress
LER will advertise that it is capable of receiving and processing the
entropy label.
