The value of vRtrLdpNgGenConsiderSysIPInGep specifies whether or not
creation of system IP FECs is affected by the LDP global export
policy. When enabled, the global export policy is consulted when
determining whether or not to create a FEC for the system IP
address(es). When disabled, FECs are unconditionally created for the
system IP address(es).
