vRtrLdpPolicyIndex is used to control the order that the LDP policies
are applied. If multiple entries exist in this table with the same
vRtrID and vRtrLdpPolicyType indexes, they are evaluated in ascending
numeric order of vRtrLdpPolicyIndex (gaps are allowed). The first
policy that matches is applied.
This object is obsoleted in release 2.1.
