The value of vRtrLdpGenDynamicCapability specifies whether dynamic
capability negotiation is supported or not in LDP sessions associated
with the LDP instance.  When 'true', the LDP instance supports dynamic
capability negotiation.
              
This object was obsoleted in release 13.0.
