this LDP peer is capable of receiving Flow Label in its pseudowire
packet.
              
The value of vLdpServFec129LocalFLRxCapblty is 'true' when this LDP
peer is capable of receiving Flow Label and the value is 'false' when
the peer is not capable of receiving Flow Label in pseudowire packet.
              
This object was obsoleted in release 13.0.
