The value of the object tmnxIsisSummAdvertiseUnreachable specifies
whether Unreachable Prefix Announcement (UPA) is enabled or not for
summary member routes.
              
If the value is 'true', an UPA will be advertised for the summary
member prefixes when it becomes unreachable.
