When both tmnxIsisSrAdminState and tmnxIsisSrv6AdminState are enabled,
the higher of the two timer values (tmnxIsisSrAdjSidHold and
tmnxIsisSrv6AdjSidHold) is programmed for all SIDs on the adjacency.
